European Values Center for Security Policy

European Values Center for Security Policy (EVC) is an independent, non-governmental, and non-partisan think tank established in Prague in 2005. Its work focuses on strengthening democratic resilience, the rule of law, and open societies' capacity to respond to security challenges. EVC conducts research, policy analysis, professional training, conferences, and expert exchanges, with particular attention to authoritarian influence, foreign and security policy, and the nexus between human rights and security policy.

In 2022, EVC established its Taiwan Office, becoming the first—and to date the only—European think tank with a permanent and physical presence in Taiwan. The Office serves as a platform connecting European and Taiwanese policymakers, researchers, civil society organizations, and private-sector stakeholders. Its work focuses on democratic and societal resilience, whole-of-society preparedness, economic security, human rights, and Taiwan-Europe relations, including questions concerning migration, social inclusion, and the protection of vulnerable and minority communities.

Through its permanent presence in Taipei, EVC combines locally grounded research with comparative European experience and facilitates sustained exchange between Taiwan, Central Europe, and the wider Euro-Atlantic and Indo-Pacific communities.
